(I know that lately can be written as recently)
'not much money in bank' is the wordplay.
'not much money' becomes 'cent' (I've seen this in another clue).
'in' is an insertion indicator.
'bank' becomes 'rely' (to bank on something is to rely on it).
'cent' placed within 'rely' is 'RECENTLY'.
