The answer and definition can be both to do with ownership as well as being past participle verbs.
Maybe there's a link between them I don't understand?

'or not quite married?' is the wordplay.
'not quite' means to remove the last letter (most but not all of the word).
'married?' becomes 'wed' (wed can mean married).
'or' with its final letter removed is 'o'.
'o'+'wed'='OWED'
