Crossword Genius

Numbers must be inclusive of irate people always on the move (6)

Ross

I believe the answer is:

nomads

'people always on the move' is the definition.

'numbers must be inclusive of irate' is the wordplay.
'numbers' becomes 'nos' (no. is a kind of number).
'must be inclusive of' means one lot of letters goes inside another.
'irate' becomes 'mad'.
'nos' placed around 'mad' is 'NOMADS'.

(Other definitions for nomads that I've seen before include "Damson for wanderers" , "Damson for wandering tribes" , "Vagrant peoples" , "Travellers" , "They travel from place to place with no permanent home" .)

I've seen this clue in The Telegraph.
