'shoots' becomes 'buds'.
'rook maybe' becomes 'man' (I can't justify this - if you can you should believe this answer much more).
'following' means one lot of letters go next to another.
'order' becomes 'om' (Order of Merit).
'buds'+'man'='budsman'
'budsman' put after 'om' is 'OMBUDSMAN'.
