'octroi' can be an answer for 'toll' (I've seen this before). I'm not certain of the 'city' bit.

'old acts and droit without limits' is the wordplay.
'old acts' becomes 'oct' (I can't explain this - if you can you should give a lot more credence to this answer).
'and' says to put letters next to each other.
'without limits' indicates the central letters (letters at the edges or 'limits' are removed).
The middle letters of 'droit' are 'roi'.
'oct'+'roi'='OCTROI'
