I believe the answer is:
cicero
'old consul' is the definition.
'cicero' can be an answer for 'consul' (I have seen 'Roman consul' mean 'cicero' so perhaps 'consul' could also mean 'cicero'). I'm unsure of the 'old' bit.
I don't understand the remainder of the clue.
