Although both the answer and definition are singular nouns, I cannot understand how one could define the other.

'blur seen with rear of the year' is the wordplay.
'blur' becomes 'fog' (I've seen this in another clue).
'seen with' is a charade indicator (letters next to each other).
'rear of' says to take the final letters.
'year' becomes 'y'.
The final letter of 'the' is 'e'.
'fog'+'e'+'y'='FOGEY'
