(I've seen this before)

'portugal and another country' is the wordplay.
I cannot quite understand how this works, but
'portugal' could be 'p' (common abbreviation eg on car number plates) and 'p' is found in the answer.
'another' could be 'r' (I've seen this in other clues) and 'r' is found in the answer.
'country' could be 'us' (United States) and 'us' is found in the answer.
The remaining letters 'sia' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
