I believe the answer is:
instep
'on foot' is the definition.
'instep' can be an answer for 'foot' (thesaurus). I'm not certain of the 'on' bit.
'in conformity' is the wordplay.
'conformity' becomes 'step' (I can't explain this - if you can you should believe this answer much more).
