cognac

'france' is the definition.
Although both the answer and definition are singular nouns, I cannot see how one could define the other.

'on reflection is able to go to clubs drunk' is the wordplay.
'on reflection' says the letters should be written backwards.
'is able' becomes 'can' (I've seen this before).
'to' means one lot of letters go next to another (I've seen this in other clues).
'to clubs' becomes 'c' (abbreviation used in card games such as bridge).
'drunk' is an anagram indicator.
'can' in reverse letter order is 'nac'.
'go'+'c'='goc'
'goc' is an anagram of 'cog'.
'nac' put after 'cog' is 'COGNAC'.

'in' acts as a link.

(Other definitions for cognac that I've seen before include "Liquor" , "French town - French brandy" , "strong drink" , "Brandy as for Napoleon (6)." , "Brandy of the French Charente" .)

I've seen this clue in the Irish Times.
