Although both the answer and definition are singular nouns, I don't see how one could define the other.

'one charged right out' is the wordplay.
'one' becomes 'i' (Roman numeral).
'charged' becomes 'torn' ('charge' and 'tear' can both mean run quickly).
'right' becomes 'rt'.
'out' is a deletion indicator.
'torn' with 'rt' taken out is 'on'.
'i'+'on'='ION'
