Although both the answer and definition are singular nouns, I don't see how one could define the other.

'north perhaps out east?' is the wordplay.
'perhaps' indicates anagramming the letters.
'out' means one lot of letters goes inside another.
'east?' becomes 'e' ('E' can be a synonym of 'east').
'north' with letters rearranged gives 'hornt'.
'hornt' enclosing 'e' is 'HORNET'.
