'held in' means one lot of letters goes inside another.
'jail' becomes 'imprison' (synonyms).
'around' indicates putting letters inside.
'city' becomes 'EC' (postcode for the City of London).
'i' going into 'imprison' is 'imprision'.
'imprision' placed around 'ec' is 'IMPRECISION'.
