'one' becomes 'i' (Roman numeral).
'ignited' becomes 'lit' ('lit' can be a synonym of 'ignited').
'inside' indicates putting letters inside.
'target' becomes 'aim' ('aim' can be a synonym of 'target').
'recalled' says the letters should be written backwards.
'aim' back-to-front is 'mia'.
'i'+'lit'='ilit'
'ilit' going within 'mia' is 'MILITIA'.

(Other definitions for militia that I've seen before include "Troops" , "Military force of trained civilians" , "Armed group" , "Army of non-professional soldiers" , "special reserve" .)
