The definition and answer can be both quantities as well as being singular nouns.
Perhaps you can see a link between them that I don't see?

'one of many' is the wordplay.
I cannot quite understand how this works, but
'many' could be 'c' (C is the Roman numeral for 100) and 'c' is found within the answer.
The remaining letters 'sure' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
