'touch readers?' is the definition.
The definition and answer can be both related to communication as well as being singular nouns.
Perhaps there's a link between them I don't understand?

'one way to inform out' is the wordplay.
'one' becomes 'a'.
'way' becomes 'e' (Compass direction - East).
'to' means one lot of letters go next to another (I've seen this in other clues).
'inform' becomes 'brill' (I can't explain this - if you can you should believe this answer much more).
'out' indicates putting letters inside.
'e' put after 'brill' is 'brille'.
'a' inserted inside 'brille' is 'BRAILLE'.
