'runs' can be an answer for 'operates' ('run' can be a synonym of 'operate'). I am not certain of the 'historic site' bit.

'closing off central section' is the wordplay.
'closing' indicates putting letters inside ('closing' can also mean 'enclosing').
'off' becomes 'out' (both can mean wrong or inaccurate).
'central' indicates the central letters.
'section' becomes 'rns' (I can't justify this - if you can you should believe this answer much more).
The middle of 'out' is 'u'.
'u' inserted inside 'rns' is 'RUNS'.
