'public notice in poetry' is the wordplay.
'public notice' becomes 'ad' (short for advertisement).
'in poetry' becomes 'verse' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'ad'+'verse'='ADVERSE'
