'abbot' can be an answer for 'leader' (I have seen 'Leader of monks ' mean 'abbot' so perhaps 'leader' could also mean 'abbot'). I'm not certain of the 'order' bit.

'beachhead in rowing boat' is the wordplay.
I cannot really understand how this works, but
'beachhead' could be 'b' (head letter of 'beach') and 'b' is present in the answer.
an anagram of 'boat' is 'abot' which is within the remaining letters.
No letters remain.
