'ordering a taxi' is the definition.
The definition and answer can be both to do with communicating as well as being present participle verbs.
Maybe you can see a link between them that I don't see?

'the weather is bad?' is the wordplay.
'the weather' becomes 'hail' (hail is a kind of weather).
'is bad?' becomes 'ing' (I can't justify this - if you can you should give a lot more credence to this answer).
'hail'+'ing'='HAILING'

'when' acts as a link.
