'trucks' is the definition.
(I know this)

'oscar has a nice car yet lies around' is the wordplay.
I cannot quite see how this works, but
'oscar' could be 'o' (phonetic alphabet: alpha, bravo, charlie etc.) and 'o' is found in the answer.
'car' could be 'rr' (Rolls Royce) and 'rr' is located in the answer.
The remaining letters 'lies' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
