I cannot really see how this works, but
'outdated' could be 'old' (I've seen this in another clue) and 'old' is found within the answer.
'proposal' could be 'bill' (I have seen 'parliamentary proposal' mean 'bill' so perhaps 'proposal' could also mean 'bill') and 'bill' is found in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
