Outlet getting stick about area's emergency facility (6,4)

Ross

I believe the answer is:

escape road

I'm a little stuck... Click here to teach me more about this clue!

'emergency facility' is the definition.
(way of escaping in an emergency)

'outlet getting stick about area's' is the wordplay.
I cannot quite understand how this works, but
'outlet' could be 'escape' (outlet can mean a means of escape or venting) and 'escape' is present in the answer.
'about' could be 'a' (abbreviation in Chambers) and 'a' is found in the answer.
'stick' could be 'rod' (I've seen this before) and 'rod' is found in the leftover letters.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Another definition for escape road that I've seen is " Emergency exit on hill".)

I've seen this clue in The Telegraph.
