Ross

I believe the answer is:

confetti

I'm a little stuck... Click here to teach me more about this clue!

'paper' is the definition.
(I know that confetti is a type of paper)

'coming down on newly-formed union' is the wordplay.
I cannot quite understand how this works, but
'on' is found in the answer.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for confetti that I've seen before include "Paper used at weddings" , "Bits thrown over newly-weds" , "Throw it at the wedding, it's in bits" , "Celebratory paper at wedding" , "To infect (anag)" .)

I've seen this clue in The Times.
