teddy bear

I'm a little stuck... Click here to teach me more about this clue!

'parliament's close' is the definition.
Although both the answer and definition are singular nouns, I cannot see how one could define the other.

'spin and empty-speaking it's stuffed' is the wordplay.
I cannot quite understand how this works, but
'spin' could be 'eddy' (I've seen this before) and 'eddy' is found within the answer.
'empty' could be 'e' (abbreviation e.g. on guages) and 'e' is present in the answer.
'it' could be 't' (abbreviation. e.g. in 'tis) and 't' is found in the answer.
The remaining letters 'bar' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

'to' acts as a link.

(Other definitions for teddy bear that I've seen before include "Child's toy, musically in picnic" , "Cuddly ursine" , "Rupert, perhaps" , "Stuffed toy" , "Cuddly toy, named after President Roosevelt" .)

I've seen this clue in the Sydney Morning Herald.
