I believe the answer is:
crossbar
'part of goal' is the definition.
('crossbar' is part of 'goal')
'pub to the other?' is the wordplay.
'pub' becomes 'bar' (both are drinking establishments).
'to' means one lot of letters go next to another (I've seen this in other clues).
'the other?' becomes 'cross' (I can't explain this - if you can you should believe this answer much more).
'bar' put after 'cross' is 'CROSSBAR'.
