The answer and definition can be both man-made objects as well as being singular nouns.
Maybe they are linked in a way I don't understand?

'partly burned fuel' is the wordplay.
'partly burned' becomes 'char' (I can't explain this - if you can you should believe this answer much more).
'fuel' becomes 'coal' (coal is a kind of fuel).
'char'+'coal'='CHARCOAL'

'that' acts as a link.
