Although both the answer and definition are singular nouns, I don't understand how they can define each other.

'party member who went' is the wordplay.
I cannot quite see how this works, but
'party' could be 'do' (do is a kind of party) and 'do' is present in the answer.
'member' could be 'm' (political abbreviation) and 'm' is located in the answer.
The remaining letters 'rouse' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
