Although both the answer and definition are plural nouns, I cannot understand how one could define the other.

'peak rates upset' is the wordplay.
'upset' is an anagram indicator.
'peak'+'rates'='peakrates'
'peakrates' anagrammed gives 'PARAKEETS'.
