Ross

I believe the answer is:

pub

I'm a little stuck... Click here to teach me more about this clue!

'people in general' is the definition.
Although both the answer and definition are singular nouns, I don't understand how one could define the other.

'will get half-cut here' is the wordplay.
'will' becomes 'pb' (I can't explain this - if you can you should give a lot more credence to this answer).
'get' is an insertion indicator.
'half cut' indicates taking half.
'here' becomes 'UK' (the clue is from a British publication).
'uk' with half the letters taken is 'u'.
'pb' placed around 'u' is 'PUB'.

Can you help me to learn more?

(Other definitions for pub that I've seen before include "Inn, bar" , "The humble local tavern" , "free house?" , "Drinking place" , "Inn, hostelry" .)

I've seen this clue in The Independent.
