(I've seen this before)

'perhaps victoria elizabeth and mary finally' is the wordplay.
I cannot really understand how this works, but
'perhaps' could be 'y' (I've seen this in other clues) and 'y' is located in the answer.
'victoria' could be 'station' (Victoria is a London train station) and 'station' is found in the answer.
'elizabeth' could be 'er' and 'er' is located in the answer.
This accounts for all the letters.
This may be the basis of clue (or it may be nonsense).
