Although both the answer and definition are singular nouns, I don't understand how they can define each other.

'person unable' is the wordplay.
'person' becomes 'deb' (deb is a kind of person).
'unable' becomes 'tor' (I can't explain this - if you can you should believe this answer much more).
'deb'+'tor'='DEBTOR'

'to' acts as a link.
