I believe the answer is:

'pick' is the definition.
(I know that pick is a more specific form of choose)
'sweets over the phone' is the wordplay.
I cannot quite understand how this works, but
'over' could be 'o' (cricket abbreviation) and 'o' is located in the answer.
The remaining letters 'chose' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
