'hogmanay' can be an answer for 'celebration' (I've seen this before). I am not certain of the 'in scotland' bit.

'pig bloke with a ponytail' is the wordplay.
'pig' becomes 'hog' (synonyms).
'bloke' becomes 'man' (informal term for a man).
'with' is a charade indicator (letters next to each other).
'a ponytail' becomes 'ay' (I can't explain this - if you can you should believe this answer much more).
