'place a foot part' becomes 'stept' (I can't explain this - if you can you should give a lot more credence to this answer).
'of' becomes 'o'.
'it' becomes 'e' ('e' can mean 'electronic' which is similar to 'IT').
'agitating' is an anagram indicator.
'on'+'sand'='onsand'
'onsand' with letters rearranged gives 'andson'.
'stept'+'o'+'e'+'andson'='STEPTOE AND SON'

(Other definitions for steptoe and son that I've seen before include "Comedy" , "old TV series" , "Old TV 1 across" , "TV rag-and-bone men" , "TV series about two rag-and-bone-men" .)
