(I've seen this before)

'place to shoot' is the wordplay.
'place' becomes 'set' (synonyms).
'to' means one lot of letters go next to another (I've seen this in other clues).
'shoot' becomes 'in' (I can't justify this - if you can you should give a lot more credence to this answer).
'set' after 'in' is 'INSET'.
