'nothing green in quebec perhaps' is the wordplay.
I cannot quite see how this works, but
'nothing' could be 'o' (looks like zero - 0) and 'o' is found in the answer.
'green' could be 'vert' (heraldic term for green) and 'vert' is found in the answer.
No letters remain.
This may be the basis of the clue (or it may be nonsense).
