I believe the answer is:
set piece
'planned action' is the definition.
(eg an exciting and elaborately arranged film scene)
'a bit of a scene' is the wordplay.
I cannot quite see how this works, but
'bit' could be 'piece' (synonyms) and 'piece' is found within the answer.
The remaining letters 'set' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).
