Crossword Genius

Plaster city? (5)

Ross

I believe the answer is:

paris

I'm a little stuck... Click here to teach me more about this clue!

This might be a double definition.

'plaster' is the first definition.
Although both the answer and definition are singular nouns, I can't understand how one could define the other.

'city?' is the second definition.
(I know that Paris is a city)

Can you help me to learn more?

(Other definitions for paris that I've seen before include "City on the Seine" , "European capital city" , "He abducted Helen of Troy" , "where plaster comes from?" , "'''I love ... in the springtime'' (Cole Porter) (5)'" .)

I've seen this clue in The Irish Independent.
