'one of those perfect union men' is the wordplay.
I cannot quite see how this works, but
'one' could be 'an' (an apple is one apple) and 'an' is found within the answer.
'perfect' could be 'ide' (I've seen this in another clue) and 'ide' is found within the answer.
'union' could be 'u' (common abbreviation as in Trades Union Congress) and 'u' is found in the answer.
This explanation may well be incorrect...
