(I know that pandemonium can be written as bedlam)

'plot to strike' is the wordplay.
'plot' becomes 'bed' (a plot of land).
'to strike' becomes 'lam' (to 'lam' means to hit hard).
'bed'+'lam'='BEDLAM'

'and create' acts as a link.
