The answer and definition can be both related to thinking as well as being verbs in their base form.
Perhaps they are linked in a way I don't understand?

'frozen turnover and delectable sides' is the wordplay.
'frozen' becomes 'iced' (I've seen this in another clue).
'turnover' says the letters should be written in reverse (the letters turn over).
'and' is a charade indicator (letters next to each other).
'sides' says to hollow out the word (remove centre letters) (only the letters on the sides are used).
'delectable' with its centre removed is 'de'.
'iced' written backwards gives 'deci'.
'deci'+'de'='DECIDE'
