I believe the answer is:
major-general
'army officer' is the definition.
(I've seen this before)
'pm meets popular' is the wordplay.
'pm' becomes 'major' (John Major).
'meets' says to put letters next to each other.
'popular' becomes 'general' (similar in meaning).
'major'+'general'='MAJOR-GENERAL'
