(I've seen this before)

'workers become more powerful' is the wordplay.
I cannot really understand how this works, but
'workers' could be 'bees' and 'bees' is located in the answer.
'become' could be 'wax' (I've seen this in another clue) and 'wax' is located in the answer.
No letters remain.
This explanation may well be incorrect...
