'apprise' can be an answer for 'tell' (I've seen this before). I am unsure of the 'you' bit.

'pop back lever up' is the wordplay.
'pop' becomes 'pa' (both can mean father).
'back' says the letters should be written in reverse.
'lever up' becomes 'prise' (synonyms. I am not sure about the 'up' bit.).
'pa' backwards is 'ap'.
'ap'+'prise'='APPRISE'

'then' acts as a link.
