'vote given to hearts with two narrow away wins' is the wordplay.
I cannot quite see how this works, but
'vote' could be 'poll' (polling is a kind of voting) and 'poll' is found in the answer.
'hearts' could be 'h' (abbreviation used in card games e.g. bridge) and 'h' is found within the answer.
This explanation may well be incorrect...
