The answer and definition can be both acts as well as being singular nouns.
Maybe there's an association between them I don't understand?

I cannot really see how this works, but
'popular' could be 'in' and 'in' is present in the answer.
'legend' could be 'g' (leg-end - end letter of 'leg') and 'g' is located in the answer.
'guide' could be 'leadastray' (leading astray is a kind of guiding) and 'leadastray' is found in the leftover letters.
No letters remain.
This explanation may well be incorrect...
