(cups and saucers for tea might be fragile)

'problem with failing' is the wordplay.
'problem' becomes 'teaser' (I've seen this before**).
'with' says to put letters next to each other.
'failing' becomes 'vice' (I've seen this in other clues).
'teaser'+'vice'='TEA-SERVICE'

(Other definitions for tea service that I've seen before include "China pieces" , "Cups, saucers, plates, etc" , "that may be brought to the table" , "crockery" , "China possibly" .)
