I believe the answer is:

This clue might be a double definition.
'public meeting' is the first definition.
'rally' can be an answer for 'meeting' (I have seen 'Mass meeting ' mean 'rally' so perhaps 'meeting' could also mean 'rally'). I am not certain of the 'public' bit.
