'incline' can be an answer for 'bank' (I've seen this before). I am unsure of the 'operative' bit.

'queueing' becomes 'in line' (to queue is to wait in line).
'outside' indicates putting letters inside.
'entrance to' says to take the initial letters.
The first letter of 'co' is 'c'.
'inline' placed around 'c' is 'INCLINE'.

(Other definitions for incline that I've seen before include "Be disposed to" , "Have tendency or slope" , "Gradient" , "Lean (towards)" , "Have a tendency to do or be something" .)
